Course Description: This interactive, participatory course will equip participants with the practical and analytical tools to apply gender-responsive budgeting (GRB) in their work. Participants will explore concepts of GRB, existing frameworks, and contributions of international development partners including UN Women, IMF, OECD, PEFA Gender Framework. The course will draw on international experiences and will offer in-depth discussions on the key GRB tools and case studies. Trainers use a participatory approach and the latest methods in online training to create an engaging, horizontal learning environment. Participants will learn key foundations and tools of gender-responsive budgeting in an interactive manner, engaging critical thinking and reflexivity, in line with feminist pedagogical principles.
Why Gender-Responsive Budgeting? Gender-responsive budgeting is aimed at ensuring that fiscal policies and public financial management practices and tools are formulated and implemented with a view to promote and achieve gender equality objectives, and that adequate resources for achieving them are allocated. At the heart of gender responsive budgeting lies the recognition of the potential of financial and fiscal policies to influence gender disparities. Despite its importance for gender equality, gender-responsive budgeting is not sufficiently widely applied. This is largely due to lack of capacity on the part of staff of the ministries of finance and line ministries, but also lack of independent expertise on GRB. Moreover, where trainings on gender-responsive budgeting do exist, they tend to apply only a technical focus. This course addresses this gap by using participatory feminist pedagogical principles, in order to create a dynamic learning environment that focuses on process, tools and approaches as well as outcomes.

Trainers: Maja Bosnic is an economist, specialized in public financial management and gender-responsive budgeting with 20 years of professional experience in international development projects. During her career, she has been cooperating with international financial institutions, bilateral donors and governments around the world – in the area of PFM reforms and GRB. Ms Bosnic was a Team Leader of one of the largest global projects on gender-budgeting: Gender Budgeting in Ukraine Project funded by Sida (2013-2020). In her work with international finance institutions, including International Monetary Fund (IMF) and the World Bank group (WB), she has most recently cooperated with the WB PEFA Secretariat in developing new tools to ensure gender equality is taken up in public finance management processes (PEFA Assesment for Gender Responsiveness in Public Finance). She has been working with IMF on developing and implementing number of training programs globally -South Asian countries, African countries, Caribbean region as well as Europe in cooperation with IMF and Joint Vienna Institute. She was a member of the Working group that developed sub-indicator SDG 5c1 (tracking finance for gender equality). Ms. Bosnic is currently Sector Lead for Governance portfolio of Niras International Consulting, where she coordinates the work on governance projects across 23 offices globally. She is also often invited to speak on the topic of gender and finance and gave TED talk at TED Women Conference in Palm Springs (2021).
Lucy Ferguson is a trainer and consultant in gender equality. She has collaborated as a gender trainer with a wide range of international organisations, including UN Women, Commonwealth Secretariat and the European Commission. Lucy has also worked as a trainer and researcher for the UN Women Training Centre since 2013, and produced the Working Paper Series. She is the author of "Gender Training: A Transformative Tool for Gender Equality", along with a range of academic publications in the field of feminist knowledge transfer and feminist pedagogies. She is passionate about training as a vehicle for feminist change at the individual and organisational level. Lucy is also the trainer for How to be a Gender Trainer on Cynara’s Gender Training Platform.
Fees: We use a redistributive pricing model which means that organizations and individuals with more resources pay more money so that we can fund scholarships for organizations and individuals with less resources. Tier 1 and Tier 2 rates are higher in order to help cover the costs of Tier 3 and Tier 4 scholarship rates. Please notes that when we offer a scholarship, we are accepting a reduction in fee for our labor. There is currently no separate scholarship fund that covers the difference in cost.
Tier 1: $825 for institutions with annual budgets of greater than $4 million USD.
Tier 2: $675 for (a) Individuals who work for institutions with annual budgets that are less than $4 million USD; or (b) individuals who are consultants, freelancers, or otherwise self-employed; or (c) individuals who are employed but self-paying. Select “Tier 2” during registration.
Tier 3 Scholarship: $385 for students and early career professionals who are self-paying. Scholarships are limited. Apply here.
